I'm going to get the ball rolling here and post each time there is a mention of which floor the ladies and gents department is located on. Feel free to add to this:
#1 - In the "Are You Being Served" movie, toward the beginning, Mr. Rumbold comes into Mr. Grace's office. Mr. Grace doesn't recognize him, and so Mr. Rumbold has to remind him that he's in charge of the Men's department ON THE SECOND FLOOR.
#2 - In S5E3 "Founder's Day", Mr. Lucas introduces Mr. Grainger during the ceremony for Mr. Grace. He says, "And here he is, all the way FROM THE FIRST FLOOR, Mr. Earnest Grainger."
#3 - In S5E5 "The Takeover" - Hilariously, only two episodes later after S5E3, the entire staff are in Mr. Rumbold's office at the beginning of the show. Mr. Rumbold is worried about someone overhearing them, to which Captain Peacock replies, "we are ON THE THIRD FLOOR, and so who from the outside could possibly hear us?"

Very observant; I'm sure the writers would have been impressed and a little embarrased with these observations! 🙂 Another possibility would be that the actors messed up the floor levels themselves...Anything is possible. 😊
@admineml2 Thanks. I'm sure they simply forgot, not only because of the time that passed in between seasons, but the fact that the writers were working on other projects as well.
There are more. There is one episode in particular I'm trying to remember, perhaps you can help?

Mr. Rumbold: "Hello Mr. Grace, this is Mr. Rumbold."
Mr. Grace: "Oh, we used to have a Mr. Rumbold on the (3rd?) floor."
Mr. Rumbold: "I AM Mr. Rumbold from the (3rd?) floor."
Mr. Grace: "Oh, I'm glad you're back. What do you want?

German Week
In S6E2, Mr. Tebbs says he forgot his tape measure in his drawer (upstairs) while they're all attempting to decorate the club. Captain Peacock tells him to just pop up and get it.
Mr. Tebbs says, "What, four floors up with no lifts working?"
Although we don't know exactly where the club is located, it seems they were insinuating that the ladies and gents was on the FOURTH FLOOR during this episode.
